MEETINGS IN LUXURY HOTELS

In the many years that I have served government in different capacities, I have seen how resources and funds are wantonly wasted and splurged.
The notorious "Lakbay Aral," supposedly to widen the perspective of government officials on effective governance, allowed the use of scarce funds for junkets to such areas as "Boracay" and Palawan's "Underground River."
I honestly do not know what styles of governance could be learned by swimming in the blue waters of Boracay and gazing at the cavernous interiors of the Underground River.
Barangay governments who could hardly build solar driers for their farmers or offer livelihood projects for their constituents, spend for the trips of their barangay chairman and members of the council, including their wives and children, for the trip.
The Dept. of Agriculture is just as guilty.
In the six months that I have been Secretary, I noticed that conferences and planning workshops were held in such areas as Tagaytay, Puerto Princesa, Baguio City and other distant areas.
These trips entail huge expenses on the part of the DA using up funds which could have been used to buy an additional bag of hybrid seeds or even fertilisers for the farmers.
On Thursday, I decided to put an end to this abusive utilisation of government funds.
Conferences, planning workshops and meetings will now be held within the buildings and facilities of the Dept. of Agriculture. There will be no exemptions.
I can just imagine how much money could be saved by doing this.
